The Screening Framework That Works
Income verification: We require gross monthly income of at least 2.5x the monthly rent, verified through pay stubs, tax returns, or bank statements. This threshold balances accessibility with financial reliability.
Credit evaluation: Rather than relying on a single credit score cutoff, evaluate the full credit profile. Look for patterns: consistent payment history matters more than a score dinged by medical debt or student loans. Prioritize rental payment history and utility payment history.
Rental history: Contact the current and previous landlords directly. Ask specific questions: Did they pay rent on time? Did they maintain the unit? Would you rent to them again? The previous landlord — not the current one — tends to give the most honest reference, since the current landlord may be motivated to help the tenant move out.
Background check: Criminal background checks in California are subject to specific restrictions. You cannot use a criminal record as an automatic disqualifier. Instead, you must conduct an individualized assessment considering the nature of the offense, how long ago it occurred, and its relevance to the tenancy.
California Fair Housing Compliance
California’s fair housing protections are broader than federal law. In addition to the seven federal protected classes, California adds protections for source of income (including Section 8 vouchers in many jurisdictions), immigration status, and several other categories. Your screening criteria must be applied consistently to every applicant without exception.
